1. Care for Children works in unique and strategic partnership with national and local government on a
nationwide programme to place children from social welfare institutions into local families, and is one of
only 34 international organisations with Tax-Free status in China
2. Care for Children recognises that institutions create dependent, dysfunctional people, and that the power
of a mother's love can transform a child's life

3. Care for Children believes in finding solutions to problems, rather than focusing on problems, therefore
are committed to the long-term success of their local partners, ensuring sustainability
4. Care for Children believes in the nuclear/extended family as the strength of local community. Substitute
family care is not only the best start for a child's life, but when compared to institutional care, it offers
local authorities a more financially cost effective solution
5. Care for Children organises biannual National Child Care Conferences in partnership with the China
Social Work Association that brings together Chinese government policy makers with grass-root child
care workers from all over China that can create hope and belief to empower children's lives.
6. In partnership with the China Social Work Association, Care for Children organises at least 5 Regional
Training Workshops every year, with all the training materials delivered in Mandarin. Recently the training
materials have been translated into Uygur to serve the North West provinces of China.
7. Following the workshop training Care for Children visits grass root project sites to conduct research and
evaluation of the families in order to maintain minimum standards and avoid children being neglected or
abused
8. Since 1998, Care for Children has made a significant impact in over 184 orphanages nationwide in 30
provinces
9. Care for Children believes in 'Action not Administration', ensuring 90% of all funds raised goes towards
project work. In China, 100% of all funds (RMB) raised go directly to funding the children in their families
10. Care for Children recognises the legal responsibility is with the national and local government, and
therefore does not manage or lead the projects, but seeks to empower their partners by training and
equipping local Chinese Social Welfare staff to become professional family-placement workers.
