The China Social Work Association has been given the executive responsibility to implement a national program for alternatives to institutional care under the Ministry of Civil Affairs.

A working partnership 

 

The Ministry Of Civil Affairs has the responsibility in China for the care of abandoned children through the management of Children Welfare Institutions and other social welfare projects for children in its care. The Ministry of Civil Affairs will instruct, co-ordinate and supervise the foster care project from senior level.  

The China Social Work Association has been given the executive responsibility to implement a national program for alternatives to institutional care.  

Care for Children is a registered international charitable organization which has implemented in partnership with the Shanghai Civil Affairs a pilot foster care project to place children from institutions into local foster families.
