Why we are working in Armenia

In Armenia, an estimated 3,000 children currently live in government-run care institutions. As part of wider efforts to improve outcomes for children, the Armenian government is exploring ways to strengthen family-based care and reduce reliance on institutional care.

Armenia's work in this area also has the potential to contribute to broader conversations about child welfare reform across the Middle East, where many countries continue to face challenges in developing and expanding family-based care systems.

Our Partnership

Care for Children first engaged with Armenia during an initial visit in January 2023. Following this, we established a strategic partnership with the Armenian government in July 2023, marking the beginning of a collaborative effort to support the development of family-based care.

We are working closely with the Ministry of Labor and Social Affairs to help strengthen systems that support children to grow up in families wherever possible.

Our impact

Care for Children is currently supporting an initial pilot project focused on advancing family-based care for orphans and vulnerable children.

Through this partnership, we will provide consultancy and technical expertise, deliver training workshops for professionals and support family placement conferences that bring together leaders and practitioners to share learning and strengthen practice.

By working alongside government partners during this pilot phase, we aim to help build the foundations for sustainable family-based care in Armenia and support long-term reform that improves outcomes for children and families.
